How come it is not a constructive obligation when they made a public announcement on their website to their environmental policy?

The question says "...and Roberto Co has now published environmental policy on its website"
I shall ask Admin to correct the word "now" to read "no" .... thanks for bringing this to our attention
If the question had meant to read "now" it would have been clearer that Roberto Co had "... now published the details of its green environmental policy ...."
As it stands, Roberto could have published a non-green, non-eco-friendly policy
But the question needs to be clearer, agreed
