Sir what is meant by whistle blowing?

If my manager insists that I do something in the accounts which I believe to be wrong, I might choose to report my manager to his/her manager. This amounts to 'blowing the whistle' or whistleblowing. A company which is well governed will have whistleblowing arrangements in place.
