I have followed your lecture on time series, I have attempted the test question but I don't understand where 23 came from in question 5. Can you please explain?

The second quarter of 20X6 is 18
The third quarter is 19
The fourth quarter is 20
The first quarter of 20X7 is 21
The second quarter is 22
The third quarter is 23
