Section A Answer format

Hi Sir! I am slightly confused regarding the structure of my answer in section A when we are asked to make a report. The Revision Kit answers normally start with the report and end with an appendix of workings. Is it a must to follow that format? Can I,given my work is clearly labelled, start with the workings as my appendix and then write my report ? That would make allocating space easier and avoid errors of leaving too much / little space at the start. Thanks :-)
