They could be, particularly in small projects. However, in general it is unusual. The sponsor is the person who really wants the project to be undertaken (and whose department will probably pay for it) whereas the manager has the day-to-day responsibilities of running the project.

So, the sponsor of a project to implement a new computerised accounting system would probably by the finance director. However,a project manager would have day-to-day responsibility for ensuring that the development of the software, installation of the hardware, training staff, watching the budget etc.

thanks, so if they have lack of people or resources then the project manager will report to the sponser and the sponser will provide necessary skilled staff and resources etc? and is that really all they do?

also what are the differences between maxtrix and divisional as looking at the notes they are likely the same in the organisational strutures
