For briefing paper, do we have to write introduction and conclusion ? ? ?
Introducrion of how layout of answers will be structured and conclusion for the recommendation ?

Usually, there would be a very brief introduction. About 1 sentence
Whether a conclusion/recommendation is required depemds on whether the question requires one. Briefing notes often do not need this.
