For press release, management reporting narrative, briefing paper, we use 3rd person ( XYZ ltd and the board)
This 1st and 3rd person are to personalize ourself(the candiate writing exam paper right ?)
So if we write report, we can still use XYZ ltd and the board in the report, memo and letter right ? ?

Don't worry about it too much.
Reports, letters and memos are usually from a names person so ir would not be inappropriate to use something like 'I recommend...'.
Not sure where you get tge XYZ from. Usually, the company in the question has a specific name that you should use.
