Performance information in public sector article

1 – There is a new article on ACCA, ”performance information in the public sector”. I have already read this article. As far as I understood, this article is about KPIs in the public sector and audit procedures to audit them.
Unfortunately, I think the article is somehow general and it is not discussed in detail. Also it is somehow nothing in my text book about this subject!!
Would you please let me know if there is any specific source to study more about this subject?

2 – Would you please let me know when the P7 examiner has changed? I want to know it, because I want to concentrate on past papers, SPECIALLY from the time when past papers have designed by the new examiner …
