sir production workers being multi-skilled and multi-tasked improves the odds of occurrence of learning (with respect to learning curve model) or thwarts it rather?

It is more likely to reduce the rate learning because they are not spending as much time on each individual task. The more they repeat a task the greater we would expect the rate of learning to be.
