Dear Tutor,
in the answer to this question the reduced emsissins are classified as measurable benefits. I thought that this could be a quantifiable benefit as it could be forcasted by how much the carbon dioxide will be less emitted.
Could you please advise why this could not be a quantifiable benefit.

Sorry: I overlooked your original question.
The answer might not be using the Ward and Daniels classifications and was probably using less formal terms where measurable means anything you can confidently put a number to. If you had said quantifiable, tuat would have been fine too.
