Is it too late to start for the december exam? I can dedicate 8 hours everyday, but I'm not sure if even that is enough. I haven't even started covering the syllabus yet

Yes, given the time you say that you can dedicate each day then it would be possible. You need to set out a timetable of what you are going to do and when to help ensure that you cover all of the syllabus and give time for revision.
