sir, if the question ask to evaluate existing performance measurement system by using eg performance pyramid, is it correct that we have to discuss ALL heading in the pyramid by assess the suitability of current PI and suggest new indicators for those heading that it doesnt measure ?
or we just have to evaluate the PI in the existing system?Is it neccessary to explain all heading in the pyramid or just have to discuss those headings which are relevant to the scenario?

I would mention them all and say (where appropriate) that there is no measurement as the system is inadequate if it leaves out some. It is obviously worse not to measure something at all than to measure something inadequately. Then when improving the system you can suggest more comprehensive measures.
