If we get a question to “Evaluate the current performance report of an organisation”, do we need to give recommendations on new measures which would be more appropriate than the current ones in the report?

I would. It’s almost inevitable that if you criticise something, you will want to say how it could be improved. That gives strength to your criticism. See June 13 1 (ii)
