SFA can be useful, but given the amount of financial information made available, I think some sort of quantitative analysis is indicated as well.

Are there other factors other than the complexity and strategic importance of the department that affect a company's decision whether to outsource or automate a given function?

Cost? Reliability? Control? Politics eg pressure not to outsource abroad, flexibility, commercial confidentiality.
