Please where can I find answers to chapter 17, budgeting questions in the study notes.

They are not in the notes, but as with all the examples I work through the examples in the free lectures.
You should not use the lecture notes if you are not watching the free lectures. They are only lecture notes and it is in the lectures that I explain and expand on the notes.
If you are not watching the lectures for any reason then you must buy a Study Text from one of the ACCA approved publishers and study from there if you are to pass the exam.
