If you are referring to the syllabus, nothing has changed. OT notes won't have changed either.

For F8 Intl, for the December 2010 exams, can full reliance be placed on OT notes, videos and solving past questions without needing to look into a huge textbook such as BPP's?

Many students pass using just those resources. What you need to be careful about is solving the past questions and reviewing the answers so that you understand where/how marks are awarded.
