VAT - Annual accounting & Cash accounting Scheme

Sir, The exit limit for the both schemes is mentioned as 1.60 Million of Annual turnover . This is exclusive of VAT or inclusive ? The entry limit of 1.35 Million is clearly mentioned as Exclusive. Kindly clarify
