Unable to read and write the answers in the allocated time

Dear Sir,

I have been finding it difficult to read and then write the answers within the allocated time. I have failed P3 a couple of times just because of this issue. Though I had studied and covered entire syllabus area, I could not complete the question paper.

For example, if I start (a) part worth 14 marks of the first compulsory question, I would spend at least 25-30 minutes to highlight the points. Then, by the time I finish writing that part , it would be close to one hour. Then I need to rush to the balance parts and the balance questions. I have practiced and reduced this time now. But still I am afraid that in the exam pressure I might repeat this mistake.

I would like your advise on the best method to complete the question paper. Please help me with the following :

1. How much time I should spend initially reading all the question requirement of all question or is that required?

2. Once I choose to write the first question, what it the best method to adopt to make sure that I write answers for all parts? (like , the scenario would be big. and when I start looking for answers I have to read full scenario. So, should look for the points only for the part I am writing or should it be for all the requirements of all parts of the questions? Need I to return again for the next part and so on? Please explain how one can possible do it practically in the exam hall.
