In terms of time management criteria, don't overthink this. Examiners are looking for answers which are complete, and of a reasonably consistent length.
For time spent, the general approach will be 1.8 minutes per mark. Allocate this to the 3 sections:
Section A: 54 mins
Section B: 54 mins
Section C: 72 mins
