Sorry for bothering for silly issue .but I fell so puzzle due to this issue. This issue I mentioned below ..
At the last para of the case mentioned that …the centre also included disability access built at the initiative of construction company . It had found it difficult to find local authority staff willing and able to discuss disability access .
I am not understand This statement about disability access .
Plz make me clear this issue.

Disability access would include things like ramps, elevators and disabled toilets, which would allow disabled people to use the community centre.
