Hi sir, for September/December 2015 Exam question 1(a) on QTS, I have been provided with the suggested answers.
The answer key utilizes the Johnson and Scholes 3 step approach : Suitability, acceptability and feasibility
For suitability the following is stated:
Access to experienced trainers
It appears that QTSBA has a shortage of experienced trainers and that at present the organization cannot gain access to existing trainers to run its current training program.
I don't understand the part on " at present the organization cannot gain access to existing trainers to run its current training program. How did they derive this? The case study did not mention anything like this.

Second paragraph of teh section on QTSBA states:
"However, it is having difficulties finding experienced trainers and it needs to quickly recruit these trainers as a number of training programmes it has successfully bid for are about to commence."
