Section b marks

Hi tutor, I see one past paper in section (b) One q got 14 marks about financial instruments And other q is 9 marks Total 25 marks consist only of 2 parts This is first time i see huge marks on only 2 parts... is this normal?? I thought mimum 3 parts for each section (b) questions for variety and marks allocation
