General ACCASBR, SBL, APM: Which combination

I don't think either combination is better than the other. I suggest you download the syllabuses and the "study support guide" - e.g. SBR from here https://www.accaglobal.com/ca/en/student/exam-support-resources/professional-exams-study-resources/strategic-business-reporting.html and skim read to get a "flavour" of the subject matter and make your choice on that basis.

Only you can make that call as it depends on numerous factors specific to your circumstances - but if you look in the study support guide you will find a planner you can use to schedule out your time. If in doubt better to be safe (focus on passing one exam) rather than sorry (failing two because your time for preparation is too thinly spread).
