May I ask which specific directive to which you are referring?I am aware that there is one regarding mutual recognition of respective countries professional qualifications and the general single market principle behind it of no restrictions on free movement of labour.However, I was unaware of ability to transfer membership which your question implies.I hope this does not sound rude. I am genuinely curious.
It's ok, I meant Directive 2013/55/EU.
