LOW INDUSTRY PROFITABILITY IS A BARRIER TO ENTRY?

Yes, often. If you have to raise capital to entry an industry both lenders and equity suppliers might be reluctant to offer finance if profitability was low. If an industry was immensely profitable, financiers would be falling over themselves to get a slice of the action.
