Q4 JUNE 2009

Hello Tutor, I would like to ask a question from a PYQ June 2009 Q4 PART(B) ,the examiner answer state that "However, as mentioned earlier, there would be no effect on shareholder wealth-Effect of rights issue on earnings per share" But its different from acca examiner report june 2009 says that "noting that a right issue has no effect on shareholder wealth and that a fall in EPS does mean that shareholder wealth has decreased" So which one of the statement is correct? Thank you.
