can i know if there is any article on the formats of report,memorandum,discussion paper?

if not could you just state the way how to approach them

Also for the report we need to state whom it is compiled by, whom should we state?

There is no special format.

Look at the examiners answers to a few recent question 1’s and you will see the sort of format that is expected.
