These tests are usually used in recruitment to see if someone is likely to be able to be good at a job and the training needed eg computer programming.or foreign languages
Measuring current ability is a proficiency test, but it is possible, though harder, to become proficient without aptitude. For example, my wife has an aptitude for learning foreign languages. I don't, but with hard work, I can become proficient ...... at least sufficiently so to be able to ask the way to the station.
