PESTEL

Hello I hope that you are well It seems that some pestel factors are interrelated.some parts of scenarios can be considered in 2 or 3 parts of PESTEL. for example:if goverment reduce tax(this can be both political(because goverment do this) and economical(because by reducing tax,dispoasable income of people will increase and they can spend more money)). My question is this; In order to SAVE time can we write the above sentence instead of writing it twice under two seperate headings(once in Political and once in Economical seperately)? I mean write the realated part of scenario and then write its consequences and then said this part is related to which of PESTEL factors instead of writing 6 seperate headings (political, Economical,social,technological, environmental,legal) and then writing related part of scenario under related headings(usually examiner do the second format but it needs more time) Thank you.
