Strong values are beliefs that are held very strongly eg:

Our company is the best, or
    We good at innovation

    So:

Answer A Wrong. For example if we believe we are the best this can lead to self-satisfaction and arrogance which will not improve performance

Answer B. Wrong. Controls will always be needed, eg to control the amount spent kn R&D.

Answer C. Wrong. We might believe we are good at innovation but this would not decrease conflict over what potential innovations to develop further

Answer D. Correct. For example, we believe we are the best but this leads us to discount the progress, innovations and increasing market share of our competitors.
