    Dear Sir

I would like to know whether the P4 Open Tuition Notes and practicing past exam papers are sufficient to pass June 2017.

The notes should only be used with the free lectures. If you are watching the free lectures along with the notes, then there is enough to pass the exam provided that you do also practice questions. Best is to buy a Revision Kit from one of the ACCA approved publishers because they include all the relevant past exam questions and also lots of other exam standard questions, and for P4 especially practice is essential.
A lot of P4 is revision of F9 and so if you come to anything in the P4 lectures that you do not remember or were not happy with at F9, then watch the relevant F9 lectures as well.
Any problems, then ask in this forum and I will try to help.
