Hello.
I am new to ACCA and don’t know much about the course/exam format.
1) How much time does it takes for ACCA to declare results?
2) Lets say someone takes Exam in June, can they sign up for September exam right away?
3) If answer to question 2 is Yes. What if they fail, can they swap exams? I mean re-take the exam and skip the exam they had signed up for?
4) Does foundation/skill level have any time limit like professional level? Or time limit only applies to professional level?
5) What is the approximate time taken by ACCA in granting exemptions (if any)?

For CBE exams (currently F1-F4 in most jurisdictions) results are instant. For the rest, results are released around 6 weeks after the exams.
2) Lets say someone takes Exam in June, can they sign up for September exam right away?
Yes, entry opens many months before the exam period. It is already open for the September session.
3) If answer to question 2 is Yes. What if they fail, can they swap exams? I mean re-take the exam and skip the exam they had signed up for?
You can change your exams without penalty until the standard entry deadline has passed. For September this is the 30th July (which is after results for the June session are released). See this page for more details on exam dates:

Not anymore, previously the limit was 10 years for both levels but this changed to the current system of 7 years for the Professional level.

No idea, I did not have any exemptions

1) the first four exams F1-F4 are sat online at an learning provider normally so the results are generated immediately. The other exams results are given either by text or email around 5/6 weeks after the exam has been sat. Normally 12 am u.k time on a Monday morning.
2) yes you can book for two sessions, I.e currently can book for June and September.
3) assuming, you fail in June, you will get your results around 15th July and then you will have two weeks before the standard entry closes to book the exams for September. Note: that does mean you will only have 6 weeks to revise for that module.
4) no time limit for fundamentals level, I.e. F1 to F9. However seven year limit for professional exams once you have passed your first professional exam.
5) you normally apply for your exemptions when you register and therefore assuming you pay the relevant fees (note: there is an exemption fee for each module), then the exemptions will be applied once you have registered.
