or
2. To: Chief executive officer
from: consultant
(Retaining the tone of "we should/can" in both)

4y ago#1The question would have to specify who you are (eg consultant or chief accountant) and also specify to whom the report is to be addressed.....the concerns of the CEO are likely to be very different to those of the employees.
