Intending to write exam in September, at what point do I choose what version to write i.e. ENG or GLO?

If it's to be in the UK, then English variant is the one for you
If it's anywhere else in the world, the choice is yours - either English or Global ... they're each as testing as the other
As for closing date for entry, contact your exam centre and ask them

But why will you even consider reading both? I cannot imagine any reason at all why you would wish to read both variants!
