Can ‘improved punctuality of buses’ can be classified as quantifiable benefit? If not please justify that.
One of the challenges in cost-benefit analysis is turning measurable benefits into quantifiable benefits ie when you can estimate in advance what the benefit would be.
I would have thought that lots of modelling and simulation of traffic flow patterns would enable bus punctuality to be quantified. This is routine work for traffic planners and I would have classed improved punctuality as quantifiable, but probably mentioned that modelling would be used.
