    This question asks about nature of problems listed relating to the budget.
    This questions seems very general. How to approach these kinds of questions under exam pressure? How to differentiate (a) and(b) which asks us to illustrate the problem

    I would certainly do parts (a) and (b) at the same time (although on separate pages).
    Part (a) says ‘explain’ and so you are being asked to say what the problem is (the descriptions in the body of the question are not directly relevant for this part).
    Part (b) says ‘illustrate’ ‘using data …. from the scenario’, so for this part you do not have to explain what the problem is, but to just give an example from the scenario for each problem.

    Can i answer (a),(b) & (c) together?

    I would answer them at the same time, but you must make sure that the answers to (a) (b) and (c) appear separately – the marker will be looking for 3 separate sets of answers and if he does not see them you will probably not get the marks.
