My tutor told me that job rotation is motivator as it brings variety of skills while in book it is written that it brings satisfaction rather than motivation (which can be said to be hygiene factor).
Can you please tell me which of them is correct?

Job rotation, enlargement and job enrichment are usually suggested as motivation methods, but really only the last is likely to work. The first two might give some additional satisfaction, but are unlikely to be strong motivators.
