It isn't! It is 98.5% if there is a 1.5% discount. (You do not say which question you are asking about. If it is example 3 in our Lecture Notes then you will see that the question says 1.5% discount - there is no mention of 2% in either the printed question or the printed answer. If it is from some other book, then maybe there is a misprint.)
