    There was a question named Metis in June 2012, and part C of the requirement was:
    Assess how the quote ‘what gets measured, gets done’ could apply to Metis.

    So if there is no such model or theory that helps deal with these types of requirement, how to come up with 5 to 7 points for 10 marks requirement.

    On the other hand there was another requirement in the same question asking: critically assess the existing performance report and suggest improvements to its contents.

    Now for this question there is theory or kind of model which can be used, for example what to consider when evaluating design of a performance report?

    Strategic relevance
    Audience
    Information distortion
    Non-financial information
    Layout and etc.

    Not every question or problem has a model. If there is no model you are more on your own.

    I find that instead of dealing with such questions in the abstract using an example helps. So, if you don’t measure quality, how will it improve? If you measure employees’ use of paperclips (and perhaps pay a bonus linked to low usage) what, probably useless effect will that have?

    Looking at lots of questions will help you to begin think of valid points.
