Hello sir I have a question concerning Harmon matrix.in exams for the question concerning whether to source or retain in house concerning payroll .the payroll is said to be complex and subject to legislations.i suggested that a software package can be bought and tailored and updated for new legislations.is it ok? There was also about whether to source or retain website decelopment to sell products I suggested that this should be retained train the employees or recruit an expert. Also there was about sourcing or retaining legal advisor the company previously asked for external advice I suggested the company should recruit a legal expert so as to get timely legal help.are my answers ok?

Website development is less obvious as it spends how strategically important your site is. if it is just simple selling over the Internet, well everyone does that, so development could be outsourced. If however you are using unique ways to track and retain customers, then you would probably keep it in house.
legal experts are also not clear cut, but most firms outsource because they need specialist skills for each problem. However, if legal arguments were strategically important ( eg you had lots of patents to defend) you might recruit.
