My question is that what does critically evaluate mean here?
Does it mean negatively evaluate the outline contents...?

The requirement to critically evaluate implies that there are likely to be shortcomings in the document and, indeed, you are asked to suggest improvements.
So, in the outline contents, the document might omit a section that would be important eg an assessment of the risks. The operational issues summary might, for example, not assign responsibilities or set dates.
If there are good parts, mention those too. For example, it might be possible to say something like:
"Alhhough the section on operational issues suggests a finish date for the project it has not identified the critical activities which are key to meeting the finishing date"
