does flexed mean the same as variable? because it changes with the activity level same as the variable cost per unit..

Not completely as fixed costs will stay on same level, as they do not change with level of activity (unless u face step - up cost).
Flexed means adjusted to actual level of activity.
Flexed means adjusted to actual level of activity.
or more like what your actual should have been based on the criteria of the budget
