If you are new to the TX-UK paper it doesn’t matter to you about the changes from FA 2019 – you simply need to learn the FA 2020 material for which the Study Notes are available online and the lectures for students preparing for the June 2021 through to March 2022 exams are now starting to appear online and the remainder will follow in the coming weeks.
If you have already studied for FA 2019 exams then you will still need to use the FA 2020 material but you can also find a summary of the FA 2020 changes in the Technical Articles published by the ACCA examining team.

No you should not use FA 2019 – it must be FA 2020 and this edition is available
