If we are an external consultant in the exam.
When we give a recommendation can we say 'I' or 'We'?
For example, can I say
Overall, I recommend the Board accepts X because XYZ.

I think it depends on the scenario. If you are put in the scenario of representing a consulting firm then 'we' would be best used. If acting as an individual then 'I' would be appropriate. Your sentence of "Overall, I recommend the Board accepts X because XYZ" seems appropriate and professional if acting as an individual consultant.
