Hi sir, i would like to ask regarding this question
An investor who bases all his investment decisions on information he has gathered from published statements and comments on company plans and performance , is acting as if he believed that the maximum level of efficiency of the capital market is weak form.
I would like to ask for confirmation whether published statement is consider as past information not a publicly available information which would be semi-strong form efficient.
Thank you in advance sir 🙂

If investors are also using extra information such as comments on the companies future plans, then it would be semi-strong form.
