The two points in the statement seem to me as in contradict with each other.

9y ago#1Divisionalisation fundamentally alters the shape and reporting structures of an organisation so has to be carried out at a senior level. I think that the sentence simply means that care is needed when setting up divisions and that it will not work if carried out badly.
