if a dividend is proposed or declared….. under what conditions are proposed or declared divs an obligation?
The directors propose (i.e. suggest a dividend), but the shareholders then have to vote on it. Once the shareholders have voted on it, it then becomes a declared dividend, and it is then that it becomes an obligation.
