In this qs plan 1a or plan2 has to be considered related to environmental goal but in solution output of plan 1a is 10200 how it is calculated or also fall of co2 by 15.4%??? If these calculations are clear I will do plan 2 calculations by my own .

The CO2 emmissions are calculated by taking the original figures and adjusting for the new number of stations. Eg:
4 small coal in question emit 3.15.
3 small coal in answer emit 3.15 x 3/4 = 2.36
Add up total new emissions and calculate % fall.
