    It is difficult to incorporate qualitative measures in zero based budgeting
    Please what does the is statement mean?

    Qualitative factors are non-financial ones. So when considering various options it is possible to decide on quantitive factors (such as which option is the cheapest) but it is much harder to decide on qualitative factors (such as which option will be better for our workers, or will end up producing higher quality goods).
