Budget Forecasting External Factors

Hi There, I am ACCA Part qualified and at work I have been getting involved in forecasting of budgets and I have a particular question with regards to external factors such as inflation,interest rate,GDP growth rate,unemployment rate,FX.Please let me know how are these factors included in the budget forecast.
